Artist Julia Valtsefer was born in Leningrad in a family of artists. In 1987. graduated from the Institute of Painting, Sculpture and Architecture. IE Repin Academy of Fine Arts (St. Petersburg), the graphic department. Professionally engaged in painting. Member of the Artists' Union of St. Petersburg. Participant more than 60 exhibitions. His works are in the State Art Museum Samara State Art Museum, Ivanovo, Novosibirsk State Art Museum, State Art Museum.
